What Is the UAE’s New Vape Tax?
The UAE’s new vape tax sets a minimum excise price of AED 1 per millilitre for e-liquids, effective September 1, 2026. Retailers can no longer price cheap juice below that floor for tax purposes. The 100% excise rate stays the same; only the price used to calculate that tax has changed, and it now has a hard minimum.
This isn’t a brand-new tax. The UAE has taxed vape products since 2019.
What’s new is the floor. A bottle once taxed on a Dh20 base can now get taxed on a Dh60 base, even if the shelf price stays lower.
When Did the Vape Tax Start?
The rule started on September 1, 2026, after the UAE Ministry of Finance announced it on August 6, 2026. Retailers had roughly three weeks to update pricing systems and existing stock. Some shops adjusted fast, others are still catching up, which is why prices can vary right now depending on where you buy.
That gap matters for shoppers this month. Two stores selling the same 60ml bottle can show different prices today.
Once every retailer finishes recalculating, prices should settle into a steadier range.
How Much More Will You Pay?
A 60ml bottle once priced at Dh40 now gets taxed as if it cost Dh60, since the new floor is Dh1 per millilitre. With the existing 100% excise rate applied on top, that’s a real jump in landed cost for budget juice specifically. Premium e-liquids already priced above the floor won’t move much, if at all.

Does This Tax Apply to Devices and Pods Too?
No. The new minimum excise price only applies to liquids used in electronic smoking devices, not the hardware itself. Devices, pod kits, coils, and closed-pod systems keep their existing tax treatment. Only open-system e-liquid and refill juice fall under the new Dh1/ml floor.
